Housing Innovation Village Experience (HIVE) in Newberg, Oregon, is a 10-unit cottage cluster designed to address the state’s workforce housing shortage with homes affordable to residents earning 80–120% of the area median income. Each unit integrates innovative design and construction practices to reduce both building time and overall costs.

HIVE is a collaboration between the Missing Middle Housing Fund, SEDCOR, and the Newberg Workforce Housing Consortium, supported by local employers including Providence Health, A-dec, George Fox University, Habitat for Humanity, and Friendsview Retirement.  As Oregon’s first hands-on demonstration site for housing innovation, HIVE provides a testing ground for new materials, modular assembly techniques, financing models, and policy solutions—creating scalable strategies to deliver more attainable housing across the region.

Land Acquisition & Vision for HIVE

The WHIF uses the fund to purchase land for a housing innovation village. This marks the beginning of HIVE, rooted in the belief that collaboration among employers, government, and housing innovators can deliver scalable middle-income housing solutions for Newberg and beyond.

State Support 
& Seed Funding

Momentum accelerates when Oregon House Representative Anna Scharf champions the effort. With the passage of HB5202, the NWHC receives $3 million in state funding, turning early collaboration into a viable path forward and aligning local needs with Oregon’s housing priorities.

Collaboration Begins

A regional workforce shortage sparks action in Newberg. SEDCOR and major employers—Providence Health, A-dec, Friendsview, Newberg-Dundee Public Schools, Habitat for Humanity, and George Fox University—form the Newberg Workforce Housing Consortium (NWHC) to address a shared challenge: attracting and retaining employees amid limited affordable housing.

Strategic Partnership & Revolving Fund

The NWHC partners with the Missing Middle Housing Fund to adopt proven development strategies. By summer, they establish a Revolving Investment Fund—managed by the Workforce Housing Investment Fund (WHIF)—to finance current workforce housing projects and reinvest returns into future initiatives.

HIVE highlights breakthrough technologies with the potential to transform how homes are built across Oregon. With a statewide deficit of 140,000 housing units and annual production far below what’s needed, new approaches that reduce time and cost are essential.

Built through the Missing Middle Housing Fund’s statewide innovation network, HIVE brings together leaders in product materials, design and assembly, financing, workforce, and policy. These interconnected streams work in tandem to make housing production faster, more efficient, and more scalable.

Innovations showcased at HIVE include geopolymer concrete, rapid-assembly mass timber, and precision modular construction. Many of these solutions will be integrated directly into the cottage cluster or featured in the on-site demonstration zone.
